Q1 : Yes. I would change that first and see if you still have a problem. Q2 : It's to do with emissions control. Low secondary air can be a sign of carbon build up, and can cause the car to do into limp mode. Given the relay fault code, I'd replace that first and cross my fingers. :flag: See more.
Wiring diagram attached. The green wire goes to the "starter disable relay" which could be wired to disable the fuel pump. Consider running a temporary wire from DME pin 12 to FP relay 4 and attempt to start. This will quickly eliminate the possibility that there is another relay/device in the wiring preventing DME from grounding the FP relay.
